As the rate for decades, arriving on 18 and 19 January each year, the fishermen of the fishing villages on Ha Long Bay and Cat Ba gather at Ba Men Temple to focus on organizing the festival.
Ba Men is a small temple located on a relatively wide sandy beaches along the Dau Be islands. This is also where adjoining heritage Halong Bay district to the other party is Cat Ba (Hai Phong).

On that day, local fishermen will offer floral offerings to the temple, and make wishes for a new year: good health, tranquil sea, more fishes, good luck.
Mr. Nguyen Van Mien, from Cat Ba (Hai Phong) has been the organizer of the festival for many years. Mr. Mien cannot read or write, but he has planned the festival successfully.

The destination of the race is in front of the temple, around 400m, and each team will take 2 rounds.
Waterway policemen of Quang Ninh Public security and Ha Long city public security forces also helped maintain order and safety for everybody at the race
